Project Description: IBS provides Project Management Support Services for WMATA’s Office of Management and Budget Services (OMBS) implementation of Hyperion budget system. The services include developing insight of the project scope and objectives, acting as liaison between WMATA functional leads and system integrators (SI) by translating budgeting, planning and forecasting functional requirements to the SI technical design team. Review project schedule and make actionable recommendations to WMATA functional, technical, managerial, and stakeholder teams on critical path decision points.


Facilitate communications and interactions amongst functional and technical team while supporting the continuing operations of OMBS during implementation and integration. Continuing Operations assistance include:

  • Creating business process flows for revenue and user guides for current operations.
  • Reporting and analysis for month-end financials and creating and reporting forecast.
  • Building tools input budget for speedy uploads.
  • Creating models for collective bargaining agreements (CBA) negotiation and subsidy calculation. 
  • Fund draw down from Federal Transportation Agency (FTA) processing.
  • Research, develop and write scope of work for RFP for different programs and shepherding the process through procurement while developing implementation considerations.

IBS has successfully, completed the Hyperion system implementation and is currently supporting, various programs such as the After-Hours Commuter Service, COVID-19 scenario analysis, budgeting and subsidy development, month-end close analysis and other data amalgamation processes.
