Project Description: LWSC was created by an Act to amend the Public Utilities Law in 1973. The Corporation is empowered to construct, install, establish, operate, manage, and supply to all parts of Liberia, safe drinking water and perform all sewerage services, as well as to maintain such water and sewerage facilities.
IBS Management and Consultancy Services (IBS) in partnership with Global Business Solution were engaged in conducting a Corporate Audit of the Liberia Water and Sewer Corporation. This audit encompassed a management assessment of the financial, human resources, operations, and infrastructure capabilities of the utility. The audit was performed as a condition for receiving a $36 million International Development Association grant for funding certain emergency infrastructure projects. The audit was conducted in accordance with agreed-upon- procedures attestation engagement standards contained in generally accepted Government Auditing Standards (GAGAS), issued by the Comptroller General of the United States (the "Yellow Book") and applicable sections of the OIG's Audit Manual, and the Inspector general Act of 1978. Among other activities, we (1) conducted financial assessments of grant applicant’s financial management systems, (2) conducted ad hoc studies and reviews of the operations of existing water and sewer systems, and (3) reviewed external audits of grant applicant and follow up on resolution to all audit findings.
