Project:  Management support and related services to support Stabilization Project Contract Close Out

Project Description: To meet its fiscal, operational, and public service objectives, the District of Columbia, Department of General Services (DGS) contracted with IBS for assistance with expertise and capabilities to provide contract compliance and closeout reviews over its capital projects.  The tasks performed included, but are not limited to, the following:

• Reviewed projects and conducted quality assurance to determine whether awarded vendors met quality standards or have major deficiencies in performance as presented in contract requirements.
• Validated that awarded vendors are compliant with the District of Columbia, Department of Employment Services (First Source Requirements), Department of Small Local Business Development (Subcontracting Plan), Insurance Requirements, Payment and Performance Bonding Requirements and U.S. Department of Labor (Davis-Bacon Act) and other various laws applicable to project. Compliance validation should be submitted in the Verification Tracking worksheet.
• Reviewed invoices and ensure all outstanding invoices are accounted for or accrued (if invoice will be submitted after September 30, 2019).
• Creates Verification tracking and Reporting Excel worksheets to document all projects verified and color code the master Verification Tracking Worksheet.
• Worked with Project Manager and/or COTR to collect, maintain or ensure that all project related documents are properly filed. Project related documents included but not limited: to the Construction Schedule, As Built Drawings, Change Orders, Applications for Payment, Claims, Meetings minutes and communication, Project logs, Daily Reports, General Contractor performance reports, weekly progress reports, photo progress reports, inspection, and turnover documents.
• Ensured closeout of all stabilization and school readiness projects in accordance with each contract and DGS specific requirements. Submitted Final project closeout report to include Quality Assurance Report, Verification Tracking Worksheet, and Closeout memo affirming that all projects are closed or will be closed in accordance with terms of contract.
