Project Description: The Long Island Power Authority (LIPA) is involved in several strategic initiatives (projects) aimed at improving business process, tightening controls, and optimizing revenue generation. LIPA has engaged IBS to help facilitate progress and success of these initiatives by providing expert project management and financial consulting support for the timely, qualitative, and efficient delivery of each strategic project.


The IBS Consultant(s) are responsible for:

  1. Developing and/or updating project requirements and objectives;
  2. Developing, updating and/or maintaining the project management plan and schedule;
  3. Facilitating/supporting organizational readiness activities, such as: a. developing and coordinating project governance activities to ensure leadership alignment; b. assessing and monitoring project impacts and risks in order to propose appropriate mitigation plans; and c. engaging and communicating with stakeholders to maintain organizational awareness and to provide a medium for proper project vetting and feedback.
  4. Preparing and equipping impacted stakeholders to maintain and sustain change by utilizing knowledge transfer techniques and training; 
  5. Holding progress meetings and progress calls, as necessary; 
  6. Preparing monthly progress reports, preparing presentations for any stakeholder meetings and coordinating associated communication;
  7. Managing and addressing stakeholder comments and questions on tasks and deliverables; 
  8. Providing assistance to LIPA for conducting stakeholder meetings and developing associated outreach materials; and 
  9. Preparing any written reports and other deliverables as associated with the project tasks.

The LIPA was created by an Act of the New York State Legislature in 1986. The Authority became the retail supplier of electric service in the Counties of Nassau and Suffolk (with certain limited exceptions) and a portion of Queens County known as the Rockaways (Service Area), on May 28, 1998 by acquiring the transmission and distribution (T&D) system of the Long Island Lighting Company (LILCO) as a wholly owned subsidiary of the Authority. The Authority provides electric delivery service in the Service Area, which includes approximately 1.1 million customers. The population of the Service Area is approximately 2.9 million. The Authority utilizes a public-private partnership business model and contracts with PSEG Long Island, a subsidiary of Public Service Enterprise Group Incorporated, one of the nation’s largest electric utilities, to operate LIPA’s electric system under a 12-year contract.
