Project Description: IBS is contracted as a subcontractor through Williams Adley & Company LLP & Deloitte Consulting LLP (prime contractor) to provide scope, planning, and implementation support for the District of Columbia District Integrated Financial System (DIFS) – Oracle Cloud Financial. The District has an aging legacy system with declining support resources (mainframe technicians and COBOL programmers) that is at risk of inadequate support services and cannot be upgraded to take advantage of the benefits of a modern system. The DIFS project is intended to modernize/replace current budget and financial system (SOAR), including a treasury management and grants management system. The general objectives of this project are:

  • Improved data reliability 
  • Improved controls for compliance 
  • Better informed decision making 
  • Less duplication of effort 
  • Improved customer service/satisfaction 
  • Improved productivity/efficiency 
  • Reduced IT maintenance costs 
  • Reduced operating and labor costs 
  • Increased integration with other systems 
  • Elimination of hundreds of shadow databases and spreadsheets throughout the organization

The OCFO is the steward of the District’s finances. Since its creation in 1996, its core mission has been to maintain and enhance the fiscal health and viability of the District of Columbia by ensuring balanced budgets, unqualified or “clean” audit opinions, and access to quality credit markets with high and improving bond ratings.
