Project Description: To improve on the achievement of its mission, City of Jackson, MS Department of Public Works hired IBS, as part of a team of consultants, to assist it in areas of strategic planning, long-range financial plan development, and revenue sufficiency analysis, Client metering, billing and collection improvement and data quality review, and infrastructure tax analysis. The services provided also include credit rating analysis, and supporting the Advanced Meter Infrastructure and Billing system implementation, by developing updated policies and procedures for the metering, billing, and collections operations. Auditing of billing systems data to identify anomalies and ascertain the integrity of data that migrated from its legacy systems. 


The service also includes developing demand and growth forecasts, Client demographic and use patterns, operating cost components and cost drivers, revenue and rate requirements, alternate rate modeling, and a review of operations to determine opportunity areas for business improvement and operational efficiency/improvement. In addition, the IBS teams also facilitated a Training Workshop for City Staff on the New Policies and Procedures.
