Project:  Project Management Support Services for Cleveland Water Department AMR Project


Project Description: Cleveland Water, created in 1856, is responsible for collecting, treating, and distributing water and providing related water service to Clients within its service area. Cleveland Water operates a major public water supply system which serves not only the city of Cleveland, but also more than 70 suburban municipalities in Cuyahoga, Medina, Summit, and Geauga Counties. Cleveland Water is an emergency standby provider for systems in Berea, Hudson, and Lake and Medina counties. The present service area covers over 640 square miles and serves over 1.4 million people and employs approximately 1,100 employees.


Clear Reads is Cleveland Water’s program to install Automated Meter Reading (AMR) technology across the entire service area. The project will replace or modify existing water meters with state of the art equipment that will allow Cleveland Water to obtain meter readings without meter readers going to Clients’ homes or businesses. Through this program, more than 420,000 water meters will be upgraded to automatically read and report water consumption for Cleveland and 70 surrounding communities.


IBS Management and Consultancy Services (IBS) was a member of a team of consultants led by Black & Veatch that were tasked with providing project management support to the Department of Public Utilities – Cleveland Water Division on the Clear Reads project. Our role on the project included:


  • Contract management - assisted with evaluation and selection of vendors for various aspects of the project; oversaw project budget; reviewed and authorized all payment requests for the project; ensured project deadlines are met and reported project status to senior management of client.
  • Policy development, which included several new policies such as: Access policy – majority of residential meters were located inside households. Initially meter installers were having a difficult time getting into homes to install the new meters until we proposed crafted and supported approval of an access policy. Below lists a few other policies we helped develop:
  • Opt  Out  policy  –  some  residents  did  not  want  an  automated  meter  in  their homes.
  • Claims  policy  –  in  certain  rare  cases  meter  installations  not  done  correctly resulted in water damage to certain homes.
  • QA/QC and oversight activities included: Review of daily read exceptions and follow-up with both meter installation vendor and meter reading department to ensure timely resolution; Tracked all Client project complaints and assigned to appropriate staff for resolution; Undertook field and site visits to ensure installation protocols were being followed.; Helped refine SOPs in metering, billing and collections department to fully leverage the AMR technology.
  • Developed management reports that tracked and reported overall project progress.


Other activities we were involved in included: development of a financial model that incorporated key assumptions for revenues, recurring expenditures, capital budgets and financing requirements. Other services included developing demand and growth forecasts; Client demographic and use patterns; operating cost components and cost drivers; revenue and rate requirements; alternate rate modeling; and a review of operations to determine opportunity areas for business improvement and operational efficiency/improvement. We also performed data analytics and forensic audit on usage and billing data from the manual meter readings to identify anomalies and opportunity for revenue enhancements.
